had good luck rooting on previous phones.
I can't access the osmand file structure when not on SD card.
Adb is a possibility, but a bit of a pain. I update custom map files frequently
using Dro

Your diagnosis seems plausable.
Two phones, one Android 4.4.2 and second 5.1. Both set data storage folder to
shared memory.
4.4.2 - download maps - local tab can be manipulated, and save a calculated
route as a track works also.
