I'm now on 3.9.6 (9/2/21), went for a walk, and it hasn't re-occurred, so
maybe it's fixed now.

by some change in the OsmAnd+ app. I have the latest version of OsmAnd+
(3.9.5) from Google Play on a Ulefone Armor 7 with Android 9.

It is possible that lineageos has a different set of permissions, I used
lineageos on another mobile and it had some different permission features
to standard Android,
