First, we will need to buy a Palm unit
As already pointed out, use POSE first! Unless you aren't in the US, in
which case getting the ROM images is problematic without a device of
your own.
I've seen a Palm application built with Satellite Forms($$$), and was
told it was quite simple.
In my opinion, CodeWarrior is the best environment for serious Palm coding.
However, if you aren't already a strong 'C' programmer, I don't think it is
worth learning 'C' and CW to write one application. I'd use one of the
higher level languages (e.g., Satellite Forms).

Well... if this is a one-off app, and you don't plan on commericialising
it, and if you rather not have to program in the LiNUX environment,
there is the free Falch IDE for WinOS. I haven't used it personally, but
seen screen shots of it and it looks pretty impressive.

Don't forget aethers' ScoutBuilder is out now - I've been playing with a
beta for a while now - and for beginners - it looks really good.
