It's probably you're phone lines. The modem will try it's fastest speed first then keep falling back until it reaches a reliable data transfer rate. You should probably try to get your local phone company to do something about the noisy lines, I don't hold out much hope that they'll do

Connection speed is not just based on your modem it is also based on the modem bank you are connecting to. Also, connection speed has nothing at all to do with computer speed. Speed of the modems is a theoretical upper limit and you'll never see the maximum speed as the phone lines degrade
