It's too easy to install a web server, PHP, and MySQL on your own computer and test everything locally. Apache works on Windows and *nix, or you can try OmniHTTPd or PWS/IIS. PHP is a simple download and follow the install instructions, and MySQL has an installation program, it just takes a minute
