It should be in the Prefs directory which location you can find

You don't say what version you upgraded from but minor rev changes are
mainly bug fixes so I don't think this would be the cause of
stuttering.
WaveInput by default uses Flac which if you are using wireless can
stress some users networks who normally play lossy formats such as MP3,
WMA or AAC.
I'm using wired ethernet, 100mbs, which seems to be running at about 1%.
I've checked that it's using flac (the flac process is definitely
running and using a bit of cpu).
The whole of my music library is stored in flac format (some at better
than CD) and all run perfectly.

If bufferthreshold is set too small - you will get stuttering. However
I think the bufferthreshold used to have a max of 255kB - it is the
lower threshold at which point streaming starts. I would need to
examine SBS code to find exact meaning of the value threshold setting
