The transcoding is done to allow variable playback speed. Technically its not required at 1x, but it simplifies things to have a single code path for all speeds and since I personally always use it at higher speeds I favored that case. I'll add 1x without transcoding to my list to consider in

If the plugin is installed correctly you should see it as an option in the "Plugins" section of your LMS server settings. On that plugin settings page you should see an option to enter your email and Pocket Casts password. When you save/apply the settings page the plugin will login to Pocket
