Yes, IR Blaster works with 7.4. Please check the path IR Blaster is
using to read / save .conf files. Probably the location has changed or
is not available anymore or in case of the learning functionality not
writable.

My guess is that the line endings have changed from unix to dos when
you made that change to the install.xml file.

BTW: I have the same problem with my setup where the amplifier also
picks up the ir commands sent to the Transporter that sits above it. I
also fixed it by covering the ir receiver of my amp.

Well, that is good news. It means IR Blaster works for volume changes
but the timing seems to be wrong. I guess SB remote repeats to quickly.
Have you tried to play with the delay in the IR Blaster settings?

try the regular ShadowPlay plugin to see if it works with your setup and
also because the regular one doesn't need to be edited before use.

try again and it might be worth trying your pronto remote
also.
It could also be that x-10 uses a different carrier frequency for its
infrared remote than IR Blaster is capable of learning. (i.e. something
outside the range of 38-40kHz).

IR Blaster exposes its capabilities to the CLI (Command Line Interface)
which makes it possible to send an IR command out of any connected SB3.
You'll find the correct syntax for CLI in the Plugin.pm file.

No, it cannot know automatically what circuit you have hooked to your
SB.
AmpSwitch compatibility is just another choice in the player settings.
Before you had 'disable' and 'enable', now there are 'disable',
'enable' and 'AmpSwitch compatible'.

Sorry, but current firmware does not support this.
The PowerSwitch II plugin takes advantage of a special mode in the
IRBlaster firmware code that allows to turn the output on without
applying the carrier frequency normally used for ir commands.

it crash. But that is something you could probably easily test. If you
remove the cable with the three heads altogether, SB would still pick
up the ir signals and repeat them.

Please stop SC7, find and delete 'plugin-data.yaml' from the following
directory:
C:\Documents and Settings\All Users\Application
Data\SqueezeCenter\Cache
Now restart SC7 and hopefully PowerSwitchII will show up on the
player.
