I would only recommend a file-based store for something that is
*always* going to be single-user: stuff like storing preferences for an app.
For everything else, you are always better off with a database server.
MariaDB or PostgreSQL are excellent choices here.

If you want to know if the contents have changed, hashing is the way to
go. If you want to check if it has been accessed, then the timestamps might be
better, although those can be manipulated. Do you care if a file was changed
and then reverted?
