There's proj 5.2.0-1 and proj-dev 6.2.0-1 only.

Then the setting is in the wrong place. In QGIS3, it's an application
wide setting, not a project setting.

1. Goto Settings > Options > Data Sources,
2. Check / uncheck "Ignore shapefile encoding declaration".

one client is working on an older TFT with a resolution of 1280 x 1024 px.
QGIS3's statusbar is way too long for this resolution. From left to right:
- "There is a plugin update available" on the left is pretty long
- "Type to locate (CTRL+K)" is also pretty long and can't be moved

it's not about project files, it's about shapefiles and reading of
information in PRJ file. I'll add an example to the bug report.

I've already reported the problem [1], just want to give you a summary.
I've just installed QGIS-DEV on a clean system (Windows 7, 64-bit).
After installation was finished, QGIS doesn't come up, but complains
about a missing "qwt.dll". The library was installed, so I've digged
a little
Don't take it badly, but I have to pump this error message here as well.
The errors are accumulating and I have no idea if the problem will persist
with QGIS3: https://issues.qgis.org/issues/17138
Even if it will be fixed in QGIS3, keep in mind that many users and
corporations want to stay with
