I'm trying Union both in 1.7.4 and 1.9.90-Alpha QGIS code revision
f3b78ef, in a Windows XP computer.
Union is not working correctly, he union the geometries but looses
some attributes in the process.

you can interpolate your lines to a raster, and then create the 1 m contour
lines from it.
Be aware that this is an interpolation process and the precision of the
resulting lines are naturally equal or even lower than the original ones.

Hello Eyal,
You need to convert your excel into a Comma Separate Values (CSV) file. You
can do it in Excel itself using "save as..."
After that, you can use the "Layer > Add Delimited Text Layer" to add your
file in the map as points.
