Try using another username for the service. When you change the properties
for the radiator service into eg administrator, or even any other username
it worked for our server. It must be something with the priviliges for the
internalsystemaccount, but i don't have the time rightnow to check it

In order to RRAS send
the correct parameters to Radiator for authentication you must remove two keys
from the RRAS server's register:

stored using UNIX crypt password format.
I now have a need to support CHAP authentication using this existing
