In our experience tandems are slower on uphills and faster (sometimes
lots!) on downhills than singles.
The Shimano 12-36 cassette might be good for you since you're in a hilly
area. It will work without the changes needed to make a long cage work with
the 40 tooth plus cassettes.

FWIW, we're not a small team (my half, anyway). I'm 6'7" and 250 lbs, my
stoker is 5'2" and 110 lbs, and every year we do at least one loaded
self-supported primarily camping tour, sometimes with panniers, sometimes
with a trailer, and sometimes with both
options.

FWIW, your assertion that knickers can ever look "normal" for everyday wear
strikes me as odd. I can only recall twice seeing someone wearing knickers
on the street. While they might be handy, they're hardly "normal" attire.
