different radios).
Only one radio be receiving at a time, the other two transmitting.
Therefore I have 3 audio sources (from different types of radio, at
different levels), each being fed to the other two radios and
I have a line of of over 1000 of these units that are used and will be
available within few weeks.

Yep, most manufactures market a voting portable in one shape or another.
Motorola Waris series, Some Icom, HYT, Tait and Vertex Standard (I developed
the Voting software for the VX-820 series).
