I was installing ReviewBoard on windows, following all the steps
described here
http://www.reviewboard.org/docs/manual/dev/admin/installation/windows/
but I couldn't locate the step which actually installs ReviewBoard.
Finally found in Linux doc.
Am I missing something? or the step is really
