i believe the way to make HVAC CS without making a lot of nitrates is to do
it with the arc submerged, no bubbler for circulation...some non-churning
mechanical stirring instead, like a mag stir plate. doing it sealed from
outside air somehow also?

the way i recall it, it took forever to get a response, maybe FOIA pressure?
and some ridiculous fee?, and the letter stated there's nothing in their
adverse events report database meeting those criteria.
