The issue with storing file times in UTC (which i agree is the right
thing to do in all circumstances by the way) is that when you evaluate
the time stamp for display to the user (or internally via an API) the
dst offset should be calculated based on the date/time in the file time,
not based on the current wall clock date/time...

Nope. It's been a Windows only issue.


I just did my first "Look for new and changed media files" since the DST
change over and it took about 2 1/2 minutes (94,048 tracks, 4,965
artists). That's about the same time it always takes. This is Windows
10.


That's correct, because that issue has been fixed (for most users 
anyway) a few years ago.



Please tell us about the storage system you are using for your music
files. I wonder if it's some issue with a NAS or some other disk format
that doesn't use UTC.


Yep. Very much my assumption too. The reporter mentions drobos in his 
footer.

FWIW: Windows has always (since Windows NT 1.0 at least) stored file
times as UTC (GMT), so they are independent of time zone or DST changes.

I completely understand the situation which is why I don't want to cause
trouble. By the way, it's not just once but actually twice a year - once
at the DST change in the spring and then a second time at the time
change back to standard time in the fall.

Thank you Michael! i will forward as much information as I can via a PM.
Please understand that if the solution is not an easy one and would
require lots of time and effort then I can live with the twice a year
"clear and rescan". After all I've been dealing with this issue for over
ten years.

think: but if nobody but you is suffering this issue, couldn't it be 
something else on your system causing it? Something specific to your setup?

This time would someone be so kind as to fix the DST rescan issue.


Instead of calling "fix my system!", you might want to give some 
information about it. Eg. what exact LMS version, what other tools 
running, your music folder configuration etc.

Ah, it's a Windows stupidity thing. Figured. Simple answer is to not
consider any time changes of less than 61 minutes to be a changed
file... hehe .. which could have unintended consequences.

For me, this is one more nail in the coffin of windows being a viable
server os. For any purpose whatsoever.

I'm not sure if there is a standard technique for working around this in
windows, but I'm sure it will be a solved problem.

I understand your frustration, but bear in mind that a lot of people
here, including me, are doing all this for free on their spare time. DST
is painful, but only once a year. Investigating LMS core is a lot of
work. I found an issue with defeat ttp not so long ago and the amount of
effort to investigate and correct was atrocious

Look I'm not trying to start a flame war or cause trouble but as I
stated every time I request to get this issue resolved a few exchanges
similar to the ones on this thread occur, nothing changes and LMS still
has the DST rescan issue.

Not as far as I know. I haven't tried to do a rescan since the latest
time change on March 11th, 2018 but as of the previous time change last
October the issue had not been resolved.
