Apps is apps and data is data. SM and TB are apps. They use news and
mail files which are data. Mail and news accounts are part of the
profile. Mail and news data files are used by the accounts but they are
not part of the profile.

on IE and found that 2.7 was sent. I thought maybe something happened in the
download, so got on SM and manually downloaded 2.7. I went through the setup

It sounds like the only issue is that a Seamonkey process didn't
terminate properly. This has been a frequent issue with SM for a few
revisions now.
Assuming your on some flavor of Windoz - right mouse button on the task
bar, open the task manager. Select the processes tab, sort by Image
