Add-ons aren't created by the Seamonkey team (or by the Firefox team,
for that matter) in most cases. They are created by independent
developers. Unfortunately, some developers choose not to support Seamonkey.

As for a dedicated developer for add-ons... well, for the above reasons,
I don't think it would make much sense. But, as a matter of fact, Philip
Chee does deserves kudos for the work he does, porting some Firefox
extensions to Seamonkey and maintaining a few that seem to have been
abandoned.
