Why don't you use transclsions in your tiddlers.
IMO use: {{$:/core/ui/ControlPanel/Basics}}
instead of
[[Basics]] real: $:/core/ui/ControlPanel/Basics tag
$:/tags/ControlPanel/Basics

Using a tabbed table of contents in the control panel is a common pattern
in desktop software, and an interesting idea to explore.
You're not seeing any child tiddlers because they are not defined as the
toc macro requires. For example, the entry Appearance is stored in the
tiddler

I recall a previous suggestion to put the Controlpanel in a ToC tiddler
display (ie. the menu on the left in a tiddler). I can't find the
proposal right now, but a major objection against it was that the ToC in a
tiddler is not suitable for smaller screens such as mobile. It's a fair
