I don't know into which mash potatoes your installation ended up with using two different, non compatible installation methods, but that's probably the first thing to track down: choose which release you do want to run, uninstall the other one, and do not forget to quote the version you use

Sounds like you want your own VPS account. I use Tektonic.net and like them a lot. Something shared like dreamhost may be cheaper, but you may not get quite as much flexibility with Apache/PHP/MySQL etc. Actual Trac hosting sites will generally not let you install plugins yourself, and will
