In B 11-23 A edition 2 dated July 1996, the metering pulses are mentioned in an informative section (actually the same text as in ETS 31 i.e. 12 kHz +/-120 Hz etc). For determining the actual use of these pulses, try to contact France Telecom. Here in Sweden, we have 12 kHz pulses

Joe, If you use Amendment 4 of IEC 950, and fall into the TNV-1 category, you can use operational insulation and a dielectric test between SELV and TNV. Of course amendment 4 is not universally accepted (i.e. Australia), but UL will allow the TNV 1 conditions when evaluating to UL-1950 3rd
