I have the same error in 10.04 LTS. Libreoffice works when calling it as root,
but not as user. I thought it was something related to folders permission,
since I have copied out and back in my files and some of them were accessible
only to the root user, but after changing that, re-installing
Installing the auctex 11.86-4 from debian sid fixed the problem for me
http://packages.debian.org/sid/auctex
There didn't seem to be any compatibility issues with installing that
particular debian package on an ubuntu system.

thing i've done is to set auto save to 5 min instead of 15. But this

I believe this is more likely a problem with Skype than a problem with
gnome-panel as you do not appear to be suffering corruption to any other
icons.

After trying the upgrade from 10.04 to 10.10 I did not see this behavior. I
had both firefox and chrome installed before the upgrade as you said. After
the upgrade, firefox was still my default browser as expected. It may have
been a local error. It would be good if you could test it again,
Tested on 10.10. I did not see the same results you did. Running the command
you stated above updated and upgraded the system from the CLI as expected. Is
that the exact command you used? Are you still seeing this behavior on your
system?

This bug it isnt that way...it seems to HP 1020 install correctly but
doesnt work. It says that the printing job is finished but nothing
happens. It seems to be an incompatibility mode between Foomatic and
HPlip. I tried CUPS server too but still not working.

My problem was resolved some time ago.
In any event, i did some reading on Ubuntu Studio's forum and learned that the
Oneiric distro of Studio was being stacked on top of XFCE.
One of the concerns was that the Unity Desktop refrained from tabs.
