So, just retried this locally with a clean environment, I see the same
issue: The stuff that was downloaded in "pull()" is deleted before
"build()".
Please advise on where to put stuff during "pull()", so that it is found
during "build()". The natural place would be parts/ -- but
that is deleted.

Indeed hardcoding the path to the URE is a bug in the extension, not in
LibreOffice.
That Ubuntus LibreOffice resides in proper
https://en.wikipedia.org/wiki/Filesystem_Hierarchy_Standard directories
and not in /opt is not an Ubuntu invention, but comes from Debian. Also
~every other Linux distro

Libreoffice temporarily hangs / freezes Ub
So, going with the generic X11 backend seems to solve this. Can anyone
of the affected test if they can reproduce this when having libreoffice-
gtk installed, but not libreoffice-gtk3?
I other words, I am interested if this is reproducable with either just
one of libreoffice-gtk3/libreoffice-gtk o
