Update:
Using a debootstrap installed hardy I am able to run the frame buffer with
vga=788 in VirtualBox.
The console switching problem still exists, but typing
setupcon
blindly in a tty restores it. There appears to be a problem with the
console setup.

Perhaps there is a hardware related issue - I have just confirmed the
bug, as outlined above. i am running on the i386 architecture, using a
SiS onboard graphics card, Celeron 2 GHz CPU
