We'd welcome a patch to restore that configurability. No particular reason to
not do it that I can think of.

What I do is having a replication to a backup CouchDB instance.
I also have some scripts, which simply stop the backup CouchDB instance,
then copy the files to another volume and then restart CouchDB.

What is the account assigned to the service?
Is it Local System? Does it have administrative rights?
Also, can you try setting the startup option to Delayed Start?

I am able to start it from the command prompt. The crash condition happens when
the start is attempted via the service.
