I tried to open a Windows .ini file, but the characters look Chinese.
The file is a text file.
Is there something I need to do to properly view it?

ikely have the wrong encoding. Nothing in a .ini specifies
the encoding so it has to be detected (ie guessed) or the system
encoding used. You can set the encoding to open the file with in the
"more options" section of the open dialog.

Geany is really handy as a pocket.
I found that settings for build commands are kept in filetypes.sh and
filetypes.common.
I zipped copies of them and sent them to my backup dir.
