I think you are asking the max number of seats someone can request for an
individual block allocation. If so, that number is set in conf.php. Look for
MAX_BLOCK_MACHINES.

That sounds more like a browser cache issue. I've tested the site using
Safari and Chrome and found everything to work correctly. Can you try
clearing your cache in Safari and Chrome and then logging in a again?

Clearing the cache fixed the other browsers.
As far as the tab issue goes, I thought it might have been a typo before, but
perhaps you have a table I do not (usergrouppriv).
So I did the following instead:
INSERT INTO userpriv (usergroupid, privnodeid, userprivtypeid) VALUES (3, 4, 1)

The usergrouppriv table should have been created by the update-vcl.sql script
included with 2.2.1.
id 1 in the userprivtypeid table is "block". So, the insert you did would
have block

Yes I did:
xmlrpc_username=admin
xmlrpc_pass=
xmlrpc_url=https:///vcl/index.php?mode=xmlrpccall
I also made sure to restart vcld after the change (/etc/init.d/vcld restart).

I forgot to mention that the user you use for xmlrpc_username also needs to be
set in conf.php. You have to enter the userid from the user table for that
user in the $xmlrpcBlockAPIUsers array. It comes default to allow the
vclsystem use
