You could do this with Voice Dream Reader. But, Are these mp3? In any case, I'd make sure they are labeled so they show up alphabetically and then zip them up, add the zip file to Voice Dream reader and it will treat it like an album named the same as the zip file. Then you can open that zip

No t Phone to phone, not that I know of. Perhaps calling Apple Accessibility? I know the Apple Garage Band app can produce ringtones and put them where they go on your device, but I don’t know of a way to get them from one phone to another. I don’t use Garage Band but I have read about it.
