Check under Settings > Notifications > Mail that badges are turned on and if
you do have more than one account make sure you go into "Customize Settings at
the bottom and then into each account separately as you can configure things

I know folks get used to a particular mail app but I'd recommend you try
Outlook for iOS. I'm still running iOS 14.8 but I'd be curious if the Outlook
app under iOS 15 does the shenanigans you're describing.

phone number.
So I put that in with area code first and then went and pout in my password and
then put in my e-mail address.
Then once I had all of that entered in.
I hit done and then tapped on next and then it worked

I have never paid for the full version of you mail. You mail disables
your voice mail on your phone itself. It is a pretty straight forward
process. Just let your phone ring when it is trying to set up the
app. I had that issue. The app will even clearly say, it will be
ringing your phone
