I have had iCloud for windows on my desktop for about two years, and all was
fine until I upgraded to Windows 10.
I am not sure where I first downloaded it from, but think it was just a link
that came up on my PC after I got my iPhone.

If you've already signed in your icloud account on the computer don't log
out from it again.
1. Open the iCloud application on your computer.
2. In the box that pops up, check the box next to Photos.
3. Select on Options to choose how you'd like to sync your images.

Well, I started with your first instruction. For one thing, when I go into
‘photos’ in the iCloud app, I don’t see any mention of ‘my photo library’. I
do see ‘my photo stream’ and that is turned on.
Also, when I go to sign out, it says to sign out to turn off ‘find my phone’.

Well, your instructions worked, but it is kind of a work around. It would be
better if I could get my photos to be automatically sent to my PC from my phone
without having to plug it in to the computer and go through all those steps.

Just plug your iPhone into your PC's USB port with your data / charge cable.
You will get a dialogue that'll pop-up on your iPhone asking about trusting
this device and you should get a dialogue on the computer stating it's
setting up the iPhone, so give the iPhone the okie

On on your iPhone, go to icloud settings and Toggle OFF and ON your icloud
Photo Library and My Photo Stream.
Also sign out from icloud on both your devices and sign back in after a
restart.
Open icloud on your PC and under options,
make sure that iCloud Photo Library and My Photo
