Hi Jannet, try to do restart to your iPhone. To me it helps. I have this issue
but it made it for a while but come back for a few times. I think that you
need to report to Apple accessibility for your problem. Try to deactivate and
activate voiceover again and see if it solves the problem.
When it doesn’t talk, have you plugged in a headset to see if it is talking via
the headset, it should be a wired headset.
Most likely somehow the volume drops to 0%, if it talks on the headset make
sure it’s unlocked and on the home screen, then unplug the headset and
repeatedly press the
