I uninstalled, rebooted the phone, and re-installed Weather Gods twice. I
checked settings within the app; it said notifications needed to be enabled in
the Settings app. When I opened Settings, Notifications and looked for Weather
Gods on the list, it didn't show up

Regarding Weather Gods notifications, I was not receiving them either. All I
did was open the Weather Gods app and let it just kind of stay on for a couple
of minutes and then before I knew it I was getting notifications so it all
seems to work good for me now.

I opened Weather Gods a few minutes ago and found a bunch of specific,
configurable notification settings. We'll see if anything happens now that I've
activated some of these.

You could try uninstalling the app. Then reinstalling it. This may give you the
default settings back.

and there are options to allow Siri and Search, Follow Me, and something else.
I did not tap on Follow me, but maybe if you go back there from the beginning,
