I would assume they are. I can't speak to an iCloud backup, but I've
restored from an encrypted backup on my PC and my old text messages
showed up. I'd assume this would also work for iCloud backups as well.
You might want to Google the web for discussions on exactly what's
stored in an iCloud
I've restored from iCloud backups with new iPhones a couple of times
before and got all of my previous text and iMessages. If you open a
message thread and don't see all of the messages in that thread, keep
flicking through and you will find an item to show hidden messages. I
think iTunes also

When one does an iCloud backup, does it overwrite the earlier backup, or does
it keep the earlier backup? If the latter, I presume one must go in and remove
earlier backups no longer necessary to keep iCloud storage well-managed? How
does one delete earlier iCloud backups (if any exist)?

No, leave that on. It should be a button; double tapping it should open a
screen where you can control exactly which apps get backed up, it should
