Correct, it is for the iPhone 6 and up, but in this case up means newer and not older, if you have an iPhone 5S you don't qualify for the $29 battery replacement. I have a 6S Plus and my wife has a 6S and we both had our batteries changed by Apple at the end of May, we showed both I think 83%

Under Settings, Battery, does it show anything about it not being 100% available (or whatever the phrase is.) 18 months should not have degraded much, but if you haven't spoken with Apple about this, I would. I purchased my SE in December last 2017 and it doesn't lose that much over night.
