You can’t ask SIRI to run a shortcut unless you record your trigger phrase yourself. If the shortcut is already appearing in Settings > SIRI and Search > My Shortcuts you can record a phrase there, just double tap on the shortcut, then double tap “Record a phrase and speak what you want, e.g.

Sieghar: I think I had duplicate shortcuts set up, so decided to delete everything and start over. I did that and then used your links to set up the two shortcuts. I see them in my shortcut folder now. but when I try to say ‘Siri take a picture’, she says there is a problem with the app.

No, you don’t have to open the camera app, but the phone has to be unlocked. If you try it with the phone locked, SIRI will say running your shortcut, it will even do the 3, 2, 1 countdown, but then it will say “You need to unlock your iPhone first”. You might want to go to Settings > SIRI >
