There are 3 possibilities: 1. Voiceover has been turned off 2. Voiceover is on, but you have turned off speech by accidently doing a 3-finger double tap 3. The volume is turned all the way down For scenario 1 you can try and press the side button 3 times if you have it set up to toggle

Do you have the Earpods which came with your phone? I assume the volume has gotten turned down all the way, try to plug in a headset and see if you can hear Voiceover. If you can then make sure your phone is unlocked and on the home screen and Voiceover of course is working with the headset.
