I went to settings and turned hey Siri on, but it seems that I'm doing
something wrong because every time I say hey Siri so Siri can recognize my
voice, it says that siri didn't get it.
My phone is SE20 and I have ios 16.
Any suggestion?

I assume you’ve already tried restarting, but if you haven’t, I would try that
first. Then check Siri settings to see if the ability to wake Siri with the
side button somehow got turned off. Sometimes a setting is accidentally changed
during an update.

mail app it would give you Voiceover instructions if Voiceover were running.
It did. I then turned off voice over and again said close the mail

That message appears because Siri's servers are busy, down, flakey, in a bad
mood, whatever you want
It’s nothing to do with a vpn or your network router or network in general,
It’s simply a dum message siri gives when she / he doesn’t understand what your
trying to ask.

I get it as well and I've had it both at home on my wifi and out and about in
the city
It's a stupid message that just means she's not able to get to what you
ase not knowing if his network is a VPN.

I've decided to give up on these siri issues since I cannot solve it myself
independently. Only time I utilize siri is when I'm on the road.
