Then delete them all and just set up 1 or 2. I know you are supposed to set up
more, but I sometimes found that it works way better with just your one primary
finger and maybe a second as backup in case you have little cuts or something

Being required to enter the passcode, yes, but Apple ID and Password, no.
Either the ID isn't completely setup or there is something off with the Touch
ID and Passcode settings.
As usual, this would be easier to solve if your friend called Apple
