I don't have Touch ID on my phone, so I'm not sure this will help, but
you can go into Settings - Passcode and set the passcode to only be
asked for after up to 4 hours. This won't eliminate the need to enter a
passcode, but it should reduce it quite a bit.

you outlined or not at all.
I don’t believe you can have it in use in the app store for instance but not
governing locking and unlocking your device.

What you want is technically not possible as that four digit passcode that you
are made to create is in effect, the key to unlock the encrypted file that
contains your fingerprints want to store them in the phone. However, I do
believe that it is possible for you to make it so that
