You can use the label editor to do this. When on the tweet you want to select, do a 2 finger double tap and hold. A pop up screen will appear with the tweet in an edit field. You can then use the text selection and the edit controls in the rotor to select and do what you wish with the text.

Are you trying to do this update off a Wi-Fi that work? Try to update with your cellular data or if you're trying to use cellular data, try a Wi-Fi network. I would suggest a hard reset, hold the lock button and the home button and the same time for about eight seconds to reboot your device.
