Actually there is no change in the board selection process so far: the
change is on the agenda of a board meeting next week [1]. The agenda
does not specify whether a specific amendment will be voted or it will
be only a discussion, nor whether the December proposal [2] has been
updated based on the comments received.
(It is good to see, by the way, that four trustees - Natalia,
María, Christophe and Dariusz - took part in the discussion on Meta)

I'm interested in better understanding this decision and its impact.

1. How many grants are actually impacted by this decision? In
particular, in the last year:
 * How many grants below 500 $ have been approved?
 * Of the total 265.000 $ of rapid grants, how much went into grants
   below 500 $?

My rough estimate, by looking at the list on Meta, is that
approximately 20% of rapid grants are below 500 $ (but I don't know the
total), which I expect is around 10.000-20.000 $ per year.

2. From your experience, how do you value the quality of the requests
for grants below 500 $? Do they have proportionally the same impact of
the larger (rapid) grants, less, or more?
In other words: this decision is led by the thought that impact is
roughly proportial with the size of the grant, but the administrative
cost for the WMF is more or less the same, so it's better to prioritize
for larger grants? or that the small grants are actually comparatively
worse (less impactful, or less likely to be approved anyway)? or what
else?

3. Roughly, how much is the administrative overhead for each grant?

4. You mentioned preliminary data about this change. Is there any
additional data that you can share?

This is still possible, of course!
Any chapter can choose its internal processes: whether to have a
discussion in their board, in the members' mailing list, or in the
general assembly, or whether to publicly publish their vote or not.

At the end of 2015, before starting the election process, there has been
some discussion about this on Meta.
The result was in favour of publishing, after the end of the election,
the list of affiliates who voted.
The idea of publishing a partial list during the voting process was not
proposed; personally I think it's fine and it makes sense, but I'd like
to hear a few opinions about this from the involved affiliates.

In addition to what Lane wrote: chapters (and Amical) have been
contacted using the chapters' mailing list, and all chapters board
members should be subscribed to that. Still, some chapters may not be on
the list, or they subscriptions may not be up-to-date, therefore we're
doing a manual check on the list of subscribers.

I think Anne was referring to the results of 2015 elections (with
Dariusz, James and Danny elected), not to the election facilitators.
The positive note here is that at the last two ASBS rounds both elected
trustees were not North American/European white males!

I don't even remember when we first talked about his, but it might go as
back as in 2009, when the first OSMit (the Italian "State of the map" -
the national OpenStreetMap conference) was held (with the support of
Wikimedia Italia).

[Wikimedia-l] Wikimedia Italia recognized as OpenStreetMap chapter

Dear all,
after a long process, today Wikimedia Italia has been officially
recognized as the Italian OpenStreetMap chapter!

OpenStreetMap is a collaborative project that shares the same value as
the Wikimedia movement. It's not based on a wiki software and it's not
in the Wikimedia family, but from many points of views, it's the project
that is more similar to the Wikimedia ones; indeed, many wikipedians are
mappers also, and viceversa.

Similarly to Wikimedia, there is an OpenStreetMap Foundation (based in
the UK) and there are national OpenStreetMap chapters. In Italy, the
OpenStreetMap community has been talking for years about the creation of
a chapter. Most people felt that it was important, but also that
founding yet another association was pointless. Associations are not
built only on projects, but also, and mainly, on common values and on a
common vision: Wikimedia and OpenStreetMap share both, and it's just
natural to work together.

Wikimedia Italy officially started the process of becoming an
OpenStreetMap chapter in 2013 [1]. The association has supported
OpenStreetMap even before that (e.g., supporting the Italian
OpenStreetMap conference), and in the last two years, thanks also to the
work of many OpenStreetMap users that became members (and among them,
Simone Cortesi, OpenStreetMap volunteer since the beginning and WMI's
vicepresident), we have increased our efforts (as described also in
WMI's annual plan [2]). The recognition process has been quite long, but
today we've signed the chapters agreement, and now Italy is the second
country (after Iceland) to have an official OpenStreetMap chapter! (but
there are actually other unofficial chapters besides these two)

In any country you have a list of monuments and you can submit a picture
of one of those monuments. In Italy it's exactly the same.
The problem lies in building the list of monuments! But for the users,
it is not more difficult than in any other country.

What we do is asking to the organizations that have the rights on the
monuments to provide an authorization for uploading the pictures on
Commons during the contest. The participants to the contest do not have
any specific work to do related to this.

Since probably most people in wikimedia-l are not aware of this, I'll
add some background on the Italian situation an Wiki loves monuments,
and why it's actually extra sad for Italy in particular.

Wiki loves monuments is a big global project (one of the most successful
ever), but in Italy it's a bit peculiar.
The basic issue is that in Italy not only we don't have freedom of
panorama, but there is actually a law that prohibits to take pictures of
monuments, unless you get a specific authorization (and of course there
is no list of Italian monuments and no simple way to know who is
responsible for a specific monument).
Since we are not people easy to stop, four years ago we decided to start
asking for authorizations: we wrote to thousands of municipalities and
other institutions.
But every cloud has a silver lining, and we turned this problem into an
occasion to build relationships. For this year's edition, we secured
authorizations from 200 municipalities and 100 other institutions (so
far); and with part of them we are organizing events (~40) during
September.
This is a huge work: apart from the many volunteers involved, we have a
full time employee for WLM (Cristian Cenci) but actually also the rest
of our staff is dedicating a lot of time to this (summing up, 1,5-2 FTEs
as a yearly average). In particular, the budget of WLM in Italy is
probably higher than in any other country (not because we waste money,
but because of higher stakes).
Clearly having specific authorizations is not the ideal solution, so we
are actually advocating for a change in the law. Apart from taking part
in the European effort on copyright (the FKAGEU), we are are trying to
make the Italian politicians understand the issue (among other things,
we have recently had an event in the Italian parliament).

In short, this means that WLM in Italy is planned long ahead, we have
hundreds of institutional partner, and it is central to our strategy.

To have a real answer you should do a statistical test - after
addressing the considerations written by Tomasz.
However, my rough guess is that the answer is no: if you sum up the rows
and the columns, the proportions of declared male/female/none among
reverters and reverted are similar. I've put the numbers on the Commons
page [1].

Wikimedia Italia plans to offer scholarships directly, like in the past
years.
The call for applications are likely to come in 1-2 months from now
(usually scholarship are discussed together with the annual budget,
which is going to be approved in March).
