very sad news, thank you, Andy, for sharing this. a loss of any innocent
life is sad, and loss of civilians to unjustified violence in any and all
wars is horrible... and losing a fellow Wikimedian is especially painful --
i wish to read a book by her some day, for now i can only commemorate her
in the wikiway by translating the article about her into Ukrainian:

Усім привіт!

25—29 травня пройде XI міжнародний фестиваль «Книжковий Арсенал» у Києві.
Плануємо мати стенд з презентацією ГО «Вікімедіа Україна» на фестивалі, і
потрібні волонтери, які будуть у ці дні (або один чи кілька днів) чергувати
на стенді.

Волонтери отримають футболки, у яких потрібно буде в ці дні там бути. А
також інші сувеніри із символікою проєктів Фонду Вікімедіа та «Вікімедіа
Україна». Серед можливих завдань, окрім чергувати на стенді та розказувати
й представляти проєкти, може бути також фотографування значущих людей для
Вікіпедії та відвідини заходів на фестивалі для фотографування (звісно,
чергуючись із іншими волонтерами). За потреби можна буде покрити витрати на
дорогу та проживання (або розмістити у когось із вікіпедистів у Києві).

Попередньо планували зосередитися на поширенні матеріалів та інформації про
«свободу панорами», фотоконкурси, освітню програму, і, звісно, про
залучення до проєктів Фонду Вікімедіа. Але конкретніше це почне
викрастилізовуватися вже ближче до заходу. Вітаються й ідеї з оформлення
стенду чи продумування активностей. До 17 лютого ще маємо вирішити чи
будемо й якісь заходи у програмі організовувати, тож якщо у Вас є якісь
думки й щодо цього, пишіть.

 Change is natural in an org, but it had been years since we had that
 level of turnover. I do understand, running orgs myself and being a former
 chair of the board right after the last crisis, that those are very tough
 situations.


 I also know that when you are in the middle of change it is tough to
 make decisions that can be fully understood.


 However, it might be good if some better information about the
 situation were provided.


 Here one can only have theories about the situation, and remember with
 concern the the last time such turmoiled happened.


  In the span of 6 months the Foundation lost its CEO, COO, CCO, CTO,
 CoS (Chief of Staff). That is more than half of the C-Suite. When facing
 such turnover, it usually is a sign of deeper issues.


 As everyone in org theory loves to say, never waste a good crisis.


 As usual, we all have the best of the movement at heart. Any criticism
 comes from a place of deep care about our movement; as members of the loyal
 opposition. We can be wonderful allies and support if you allow us to be.

[Wikimedia-l] Access and Participation in the ASBS

Dear all,

As you are (probably) aware, the 2016 affiliate-selected Board seats
process has started already. And I do think that the process is broken
somewhere [1]. The democracy principles even in my country, though it is
far from being a role model for transparency and governance, state that
people are equal and they have rights and responsibilities. But the process
at the moment is not fair and equal footing is not provided for. It is
great to have dedicated friends across the Movement that can translate your
statement into German or Chinese, but as long as not all statements are
translated into the languages used in all affiliates eligible to vote, I
deem the process broken.

Thus I formally request that WMF spend enough resources to have all
nominations pages translated into all languages requested by the affiliates
eligible to vote [2] [3] and all languages used already by the nominees. I
am sure that the three facilitators cannot provide it. And there are limits
to what volunteers can do [4] or how fast. If WMF refuses, I am going to
use my own money [5], it costs 150 UAH (around 6 USD) to have a page
translated into Swedish, for example :) I can manage 7 pages translated
into as many languages as my personal budget will allow, but I shall do it
fairly at least, so we won’t have Susanna’s statement only in English and
Spanish, while Osmar’s is also in German, Catalan and French. WMF spends
considerable resources (mostly in staff time) on supporting the three
"community-elected" seats, but these two seats are not lesser board seats
than the three "community" ones.

The nominees write their statement in English. Nothing wrong with that, of
course. But for a tiny little (and big) thing: not everybody understands it
well enough to make an informed choice. But even among seven board members
of Wikimedia Ukraine, two DO NOT SPEAK English, so they can read the
statements only if they [the statements] are translated into Ukrainian.
They have no choice, actually. In discussing whether to endorse my
candidacy, they either have to believe the rest of the Board members that I
am the most wonderful candidate and the others are just not as wonderful
and that’s it, or they are to ignore the Board meeting where this decision
is to be made. They can spend time editing Wikipedia or reading instead.

And beyond the language issue, there is the informing and participation
issue: I am not sure how this process is organised in other affiliates, and
how you make your decisions to vote for this or that possibility (in terms
of this, I believe that there are seven possibilities presented at the
moment, by us, as nominees. So you can accept or decline what we seven
offer). You (actually) do not know us and if we are going to be great or
poor as Board members of WMF, and if we are the right-for-the-moment
choice, but you are going to choose. Are you really going to choose just
based on your personal contacts? Remember, in most cases administrators are
chosen more objectively, as it is almost impossible to get to know them
first personally. They are ‘judged’ by their deeds before, during and
after… Were you going to ask your communities what they think about the
candidates? And the members of your affiliate? If not, please consider this
option. We do have a sad example of an appointed Board member being not
accepted by us, as the Community.

I am sorry for the long letter. I do believe I have a right to request (and
suggest) this. I was a part of a team that made sure that the Ukrainian
community REALLY knows about the elections so the eligible users on UKWP
have voted [6] [7] And we really worked to make that happen. As you can
see, Board elections may be of great importance to the whole community. So
(at least) informing your own members is important, I believe.

[Wikimedia-l] Wikimedia Ukraine’s Board

Dear all,

I want formally introduce to you Wikimedia Ukraine’s Board, elected by our
General Assembly on December 27, 2015.

We can do it only now, as we have just recently successfully completed the
requirements from our state to change the people responsible for the
chapter officially [1].

Three people has decided not to run this year, and I want to thank them
wholeheartedly for all their time and efforts spent on our projects and
making this world better for a change:


   -

   [[User:Amakuha]], Andrii Makuha. He has been our Chair for the last two
   years; his calm personality helped us a lot, especially during the most
   turbulent times of transferring «power» from one to another Chapter Board
   «without pain» [2], as Andrii has tried his best to understand everyone and
   continue the dialogues even when it seems that we won’t be able to come to
   any acceptable terms. By the way, awarding Wikizghushchivka [3] was his
   idea.
   -

   [[User:NickK]], Mykola Kozlenko, our Treasurer, with great analytical
   skills and profound knowledge about the Community (and I am talking not
   only about our local community, but the global one as well) and the
   Wikimedia Movement. He is actively engaged in Wikimedia Ukraine’s projects,
   though he lives in France and can contribute almost only via Internet. But
   he was able to be a vital part of organizing the rather successful regional
   conference WIkimedia CEE Meeting in Kyiv in December 2014.
   -

   [[User:Ліонкінг]], Levon Azizian. He is a lawyer in real life, a
   passionate Wiki(m|p)edian. He is blessed with the skills to make the
   dreams ideas come into reality, as he is very convincing and one
   just gets the feeling that (s)he can do it. And so they do it :) And then
   there is only a pure wonder of: wow, we have organized a wikiconference in
   2 weeks; wow, we have organized a CEE Meeting in a month; wow, we can
   actually (but it is really hard!) organize wikitrainings for two weeks
   non-stop in Luhansk region, go to librarians, preach about editing
   Wikipedia… and just around the corner there is a real war zone…


These three are my dear friends, and I was really sorry to see them not
running. But it was our dream from a long ago: to have more great
Wiki(m|p)edians join the chapter and get interested in our projects. So
here we have our newly elected three Board members:


   -

   [[User:Olena Zakharian]], Olena Zakharian. She was (and still is!) our
   press secretary, she is very keen about Nature and Freedom of Speech, she
   believes in our Mission and has contributed greatly to most of our projects
   before and she is a crucial part of our Board becoming more transparent for
   our Community.
   -

   [[User:Helgi]], Oleh Yatsozhynskyi. He is an active member of Ukrainian
   Wikipedia community, he has joined the organization only in September, but
   he is an invaluable part of us now (especially his directness :)) He is
   responsible for Wikiexpeditions now [4], and he is full of ideas and desire
   to implement them (and that’s something really really important, you know)
   -

   [[User:Pavlo1]], Pavlo Lakiichuk. He is the Secretary of the Board now,
   so he is responsible for all the boring stuff around the process of making
   decisions. He is also an active member of our local community, he cares
   about wikiprojects a lot. He has initiated a number of meetings for
   creators of “real” encyclopedias and wikipedians to talk a few issues over
   and get to know each other better (well, it works! quite a few myths were
   dismissed by talking over a cup of tea :) )


The other four members of the Board, re-elected for this year, are:

   [[User:Ilya]], Illia Korniiko. He is our Chair now. He codes. :) WLX
   Jury Tool is his pet project, but he was deprived of almost all chances to
   work on it, as our state’s bureaucratic system is quite a monster to
   overcome...

   [[User:Юрій Булка]], Yurii Bulka. He is responsible for Wikipedia
   Education Program in Ukraine. And he was the one to suggest and implement
   the project of digitizing and making available the phonograph cylinder
   collection of Filaret Kolessa (early 20th century) [5]

   [[User:Friend]], Pavlo Sokhan. He is an administrator of uk.wikiquote,
   works in a library. He has contributed greatly into organizing of the first
   Wikimedia CEE Spring article contest in 2015. He is now responsible for our
   book scanning kit [6] and we hope to get lots of stuff scanned and uploaded
   to Wikiprojects :)

   and [[user:antanana]], Nataliia Tymkiv. I am an administrator of
   Ukrainian Wikipedia, and I am quite active in a lot of Wikimedia Ukraine’s
   projects. I am a member of Simple Annual Plan Grants Committee [7]

I would also +1 to Yaroslav's message, but I want to note, that though most
volunteers would not care about smth (seemingly) far away like WMF and its
troubles, they WOULD care about backlogs of bugs that are piling up, lack
of strategic approach to high-priority things like the Education extension
etc. And some volunteers (no doubt) are really upset by repeated cycles of
bad press we are getting. Unnecessarily...

Oh, Liam, you are right :)

We award the "best newbie of the month" on Ukrainian Wikipedia and award
him/her with a can of condensed milk via post [1]
(we also award with a can of condensed milk the "best contributor of the
month", and want to do it is a few smaller wikiprojects as well (Wikiquote,
f.ex.))

For this we create the lists with all contributions (main namespace only)
for all users per project per months [2] and look if the contributions are
in line with the rules (no copyright violation, vandalism etc.). Then a
message on the talk page with a picture of a can and after the winner gives
us his/her postal address, we send him/her the can itself :) [3]

It is sweet. I can vouch for that :)

There were only 9 votes from Ukrainian community in 2013, I believe

So this year we just made sure that our community REALLY knows about the
elections, thus we:

- translated the candidates statements into Ukrainian
- prepared a short table with the essence of these statements in Ukrainian
and posted it in the Village pump [1]
- created a list of everybody eligible to vote from Ukrainian Wikipedia and
sent them a message with invitation to vote and with the links to read more
about the candidates via talk pages
- and just talked :)

as a member of the board in question, i would like to explain more

But let's not pretend this is a question of a sudden need to set up a new
mailing list.  That's not what this is about (q) A.

yep. totally agree. this all is about searching for transparent and
convenient forms of communication
especially within the chapter. but it is really difficult, it seems :((
(if possible at all)
...and failing

we (as a community) were discussing:
- a new mailing list (with a public archive), for announcements - if it is
open, than looking for volunteers is easier, as one can offer help
even if (s)he is not a member of the organization
- to leave this mailing list (the one, that was 'switched to 'read-only'
mode' by the board's decision) for talking - there are some people that are
used to
solving problems by talking them[problems] out-of-their-wits with a fair
lot of letters (so to say)
- to use irc channel for those wishing to hear answers ASAP and without
being drown by e-letters (and publish these logs afterwards)

the need was not sudden, but it was too late expressed. it just irritates
people to get lots of letters
and it irritates them to hear something critical or unpleasant...
unfortunately, people TEND to act on their irritation
thus the above-mentioned Board decision was made...

(...) and we can assume the WMUA membership will judge their action as they
see fit (q) A.
