You're right that we ought to learn as much as we can from these situations
so we (as a movement) can support new affiliates better in future.

However in most of these cases the volunteers involved have moved on to
other things. If they aren't responding to contacts from WMF or AffCom
about the likely de-recognition of their chapter they probably also won't
respond to contacts asking for their input into a washup report.

Affcom and some WMF staff might have some insight, but it if that was going
to be documented publically then it would be important to do it in a way
that doesn't look like people are just pointing fingers at individuals.

I also agree with Itzik and James. The chapters depend on the Wikimedia
Foundation for a large part of their finances, so when something like this
happens, the whole movement is concerned, not just Wikimedia Philippines.
When one chapter of affiliate looks bad, everybody will get part of the
backlash. Affcom has to make these tough decisions, but I also think they
are necessary in order to keep a certain credibility.

It should have been noted that the Philippines affiliate
https://meta.wikimedia.org/wiki/PhilWiki_Community  is going strong and
actively working in the region, they continue to do so with support.  I
think care should be taken with such negative notices to ensure we dont
damage the existing and ongoing positive activities with a notice thats
focusing on an unrelated issue.

and it is reassuring that multiple steps are taken to encourage
struggling affiliates to meet the basic requirements.

Running a chapter is a hard burden for a small group of volunteers,
particularly if relying on volunteers to produce monthly reports and
run accounts. There no shame it letting it go if not enough volunteers
want to take this on.

For those involved who may feel discouraged, I recommend keeping an
social group running, even on a very informal and ad hoc way. Later,
it may be worth considering the benefits of recognizing a small
society as an affiliate User Group, where the administrative
requirements are very small indeed. In fact it can be rather nice not

Thank you Maor for the update.

We usually love to see our movement expend and welcome recognition of new
organizations, but I strongly believe that we continuously need to check
and evaluate our current organizations.

Our brand, name and reputation are part of our core assets - and while it's
not an easy step, I appreciate Affcom efforts not only to recognize new
ones but also to de-recognize organizations that are not longer active or
non-compliance with our movement requirements.

Few weeks ago in Berlin we had a first meeting to start discuses what is a
"movement accountability" and how we evaluate organizations who operate
outside of the FDC process and I believe Affcom have a significant part in
it.
