I believe http://crisis.wispa.org has almost a complete story of what 
has been done to date. It is a blog populated by the WISPs who are doing 
the work with Mac and company. This is where I get my information about 
what they are doing down there. If there are things missing or not 
updated sufficiently I am sure Mac can fill in the blanks for you guys.

WISP industry as a whole.

I am sure the gear works well. I am equally sure other systems work well 
and Motorola has made waves with the FCC that have been anti-unlicensed 
and in my opinion negative to the WISP industry. This is my personal 
belief and does not necessarily represent the views of WISPA. I do not 
use a single Motorola product in my network because of Motorola's 
comments to the FCC regarding WISP related NPRMs.

Steve,

Its great the FCC asked Mike to speak to them. He can only represent 
those people and businesses that establish him as their representative. 
I have Scriv, Marlon and Rick as well as other WISPA members who 
represent my interests. I'm curious to understanding what Mike wants to 
speak about as well as seeing whatever materials he's producing for his 
5 minute talk. If he'd like to represent me, I'd like to better 
understand what his platform is, motivation, interests, previous 
qualifications, and so on. This looks like a nice opportunity and if 
Marlon could go along and speak for me, that would be great.  I know 
Marlon, and unfortunately, I don't know Mike, except as a leader of a 
for-profit organization which uses FCC part15 as its main interest.


Congratulations to Mike and his company for getting FCC attention. Its 
great PR for his company. Whatever he can do to convey that WISPs need 
more spectrum, better anti-trust legislation that is to say - some 
policing of mega-business policies and better co-ordination among BLM 
and FS with WISPs would be wonderful. If he would add his support for 
WISPA and suggest that the FCC should support WISPA's non-profit effort 
to create a forum for Part15 associated issues and interests would be 
greatly appreciated by me.


It would be wonderful to see additional FCC interaction with the WISPA 
organization and its membership. Perhaps he could suggest a periodic 
meeting between the FCC and WISPA membership?


Thanks for the good news that the FCC is paying attention to 
Independents and their representatives. I hope he invites Marlon or at 
least mentions that Marlon and WISPA exist and are making good progress.

(While I haven't followed the WISPA list very closely lately, I saw
some postings there about Kelly that led me to believe that I should
also post this on the WISPA General list. It was originally posted to
the emergency-relief list.)

On Saturday, September 7, 2005, the team of WISPs pre-positioned at the
former Kelly Air Force Base in San Antonio, Texas to provide Internet
access for the large Hurricane Katrina relief camp there discovered
that SBC has been onsite at Kelly for approximately one week installing
communications infrastructure. SBC personnel stated that SBC would be
able to provide all telephone and Internet access that the relief camp
will need.

To understand this turn of events, a brief sequence of events is in
order.

1) In the wake of Hurricane Katrina, the FCC requested various
entities nominally under its jurisdiction to keep it informed of
capabilities and plans to restore communications in the affected area.

2) PART-15.ORG responded to the FCC request, explaining that WISPs in
the affected area were asking for donated systems and labor to provide
Internet access to relief shelters and key agencies such as law
enforcement agencies whose facilities were no longer usable or
operational.

3) Following up on PART-15.ORG’s input, the FCC requested PART-15.ORG
to submit more detailed “capabilities” documentation. As part of such
documentation, a “template” plan for providing communications to the
recently designated relief shelter at Kelly Air Force Base was
included. The “Kelly plan” would provide wireless backhaul, inter-base
distribution, Wi-Fi in all shelter areas, VOIP telephony, and computers
for shelter resident use, most of which would be operational within 48
hours of access to the base.

4) The FCC was impressed with the “Kelly plan”, enough so to provide
it to ARC Headquarters IT staff.

5) On Saturday, September 3, PART-15.ORG was told by the FCC that
“The Kelly Plan is a go.” (Exact quote.)

6) Within 24 hours of “Go”, PART-15.ORG mobilized volunteers,
donations, and began developing a management infrastructure to manage
the numerous and overlapping tasks.

7) For an entire week, the growing team of WISPs contacted Kelly
personnel, made technology plans, arranged logistics, and everything
else they could do without actual access onto the base. PART-15.ORG
tried continuously to arrange access through their FCC contacts, and
the local team pressed on its local contacts to arrange access.

8) On Saturday, Sepember 10, the team of WISPs learns of SBC’s work
at Kelly.

Learning of SBC’s work at Kelly was disheartening, to say the least.
For one, the WISP team came fully prepared to install infrastructure
equivalent to SBC’s efforts, but based on Wireless Internet technology,
enabling the installation to be largely complete within 48 hours of
access to the facilities… stymied only by lack of access to Kelly.

One of the most disturbing things about “Kelly WISP incident” is that
the FCC and ARC squandered WISP industry resources by requesting
support for Kelly- resources that would have otherwise been deployed to
support WISPs working directly in the affected areas. The WISP
community invested great effort in mobilizing resources to Kelly –
equipment, labor, design time, formation of an extended management
team, numerous conference calls, time taken away from jobs resulting in
missed paychecks, submission of endless revisions of paperwork to the
FCC, the sleepless nights spent planning for Kelly… the list goes on.
It’s small consolation that PART-15.ORG learned a lot from the “Kelly
WISP Incident” about how to put together a distributed organization.

In the aftermath of the “Kelly WISP Incident”, PART-15.ORG has now
redirected the portions of its assembled resources for Hurricane
Katrina Relief that were intended for Kelly and other FCC and ARC
requests into direct support of WISPs operating in the affected areas,
as WISPA has done from the beginning.

It seems to me that that in widespread disasters, organizations on the
scale of PART-15.ORG, WISPA, and indeed the entire WISP industry may
not be able to, by their nature, effectively interface with very large
organizations on the scale of ARC and FEMA, and probably the FCC. There
seems to be too great a mismatch between the WISP industry and its:
* bias for action,
* distributed membership that can see the conditions in an affected
area and rapidly report them, and
* ability to quickly mobilize support in the affected areas from fel

   We are running around finishing up the needed packing as well as 
rolling up the 40x80 tent and getting it in the trailer this morning. We 
are trying to be sure that we save enough room in the trailer to roll my 
big BBQ pitt  in the wagon as well. It seems a lot of the men have taken 
a "liking" to it put the requestion in for it.

   Can you haul port-a-pottys' with the chemical in them? We have two on 
site here and it sure would be nice to take them with us as the sewer 
systems down there are non functional. We have a 18 wheeler trailer (dry 
box) that we are using to make the move in and would have (make enough 
room for) these two if they can be transported.

  We are going down to bring Internet connectivity, PCs and VOIP to 
three places initially. One is a shelter that has 300+ evacuees that are 
local to Bay Saint Louis, Mississippi. One of them is the camp site of 
City Team and one other camp other than our own.

 We are also splitting up and making a second team with a "relay" yard 
in Alexandria, Louisiana where there are so many shelters without any of 
the resources that we are providing. The big trailer will initially be 
deployed in Alexandria. Our intentions are to provide as long and as 
fast as we can. We will be pulling out of here after while headed South.

Good morning everyone,


  We are running around finishing up the needed packing as well as 
rolling up the 40x80 tent and getting it in the trailer this morning. We 
are trying to be sure that we save enough room in the trailer to roll my 
big BBQ pitt  in the wagon as well. It seems a lot of the men have taken 
a "liking" to it put the requestion in for it.


  Can you haul port-a-pottys' with the chemical in them? We have two on 
site here and it sure would be nice to take them with us as the sewer 
systems down there are non functional. We have a 18 wheeler trailer (dry 
box) that we are using to make the move in and would have (make enough 
room for) these two if they can be transported.


 We are going down to bring Internet connectivity, PCs and VOIP to 
three places initially. One is a shelter that has 300+ evacuees that are 
local to Bay Saint Louis, Mississippi. One of them is the camp site of 
City Team and one other camp other than our own.


We are also splitting up and making a second team with a "relay" yard 
in Alexandria, Louisiana where there are so many shelters without any of 
the resources that we are providing. The big trailer will initially be 
deployed in Alexandria. Our intentions are to provide as long and as 
fast as we can. We will be pulling out of here after while headed South.

ONE of the things we MUST do is document, photograph, and then produce a
story of our own, how we did "on the ground"  local-level stuff and how it
can be life-saving in times of urgent need.This is how and WHAT the 
HAM

community did.


I agree.

On the commercial front, our whole business revolves around catering to 
small emergencies.  Customer moves in, DSL not ready, employee start today, 
and need broadband yesterday.  We jump take care of it. I'd argue that that 
what WISPs have been trained by circumstance to be able to do it well.  So 
why not call on us, when it really matter, for real emergencies.  I'm not 
saying that we have to be the only one they rely on, call the big companies 
to, but its just plain stupid not taking advantage of the expertise 
available to the fullest.  And it shouldn't have to be just VOLUNTEER 
effort.  I'd also argue that its probably more customer awareness than 
stupidity. We have spent years lobbying the FCC, but who has lobbied FEMA in 
advance of a tragedy?


I firmly believe the whole nation has to re-look at dissater recovery, from 
the perspective of WISPs being involved. Build out the networks proactively. 
Its about true redundancy and diverse routes from different technologies, to 
prevent this type of disaster. My fear is it may strengthen Municipality's 
arguement to take self control of the problem.  I hope the industry will 
recognize how WISPs can help solve this problem.


Sometimes it take a tragidy to open peoples eyes. I thought after 9/11, and 
the call to light up Metricom's old network, that we would have already been 
in people's dissaster recover programs.  Thank go for people like MAC's team 
that had the flexibilty to jsut jump into the fire and help.


Unfortunetatly, you guys in the middle of the action, are the ones capable 
to gather the info to document.  Hopefully, you'll get a lot of it 
documented as you go. You'll never get all the details after the fact. 
Pcitures tell a million words. Quotes from people you help, as well.


UNfortuneately, I haven't neen able to volunteer onsite. My father was 
scheduled in for brain surgery the week of, and suffering from a hole in his 
lung this week, and needs close care. My attention is needed at home right 
now. But if anyone can think of ways I can help from my desk here in 
Maryland, don't hesitate to ask. Its also just a 30 minute drive for me to 
DC, if a face is needed in DC for something.

Internet access to relief shelters and key agencies such as law
enforcement agencies whose facilities were no longer usable or
operational.

3) Following up on PART-15.ORG’s input, the FCC requested PART-15.ORG
to submit more detailed “capabilities” documentation. As part of such
documentation, a “template” plan for providing communications to the
recently designated relief shelter at Kelly Air Force Base was
included. The “Kelly plan” would provide wireless backhaul, inter-base
distribution, Wi-Fi in all shelter areas, VOIP telephony, and computers
for shelter resident use, most of which would be operational within 48
hours of access to the base.

This list is public.  It's going to be out and around.  But I"ll repeat my
posting in response...  There doesn't seem to be all that much overlap
between the lists...

We're all "irked" that we got jerked around a bit by the desk-sitters.
However, this is not all that surprising.   I wrote early on that both FEMA
and ARC are totally top-down organizations, and each is dedicated to using
thier list of contacts in the rolodex, so to speak.

They see "SBC" they think "they're big, they can do it".

The media has the same problem.

The public has the same perception.

Once all this dies down, and I think it'll be 6 mo or more,  there has to be
a process where t he FCC introduces us to the top guys at FEMA, and like the
HAM operators, we get "on the list" of people to call.   The HAM guys are
well organized, they have disaster drills to work outside the box, they have
a lot of flexible technology.   They work in small teams, have a relatively
small organization, and are konwn for nimble movements and the ability to go
anywhere for what they do.

Of course, some of us WISP's do the same kind of  flexible, outside the box
stuff daily.

This business of replacing infrastructure to some remote place with no power
or anything... that's not even a challenge to me.   I can do it as a matter
of course - as can a whole pile of WISP's.   A few are technology locked,
and are the same "one hammer for all nails" that SBC and Time Warner have,
but are very much the exception to this rule.   Especially us RURAL wisp's
who are not even challenged by the thought of not having power, no support
infrastructure, etc, can and should be key players.   We should be called
and on the road meeting t he HAM guys who show up to help us deploy - they
would be the perfect partner.

I wrote once before that if all we did here was create the first large-scale
disaster drill for WISP's, and are never officially tasked, it has been
"worth it".   I still maintain that view.   However, when the beaurocracy
has become so  calcified as it now appears to be, this could be much harder
to accomplish, than any other task we could be asked to do.   Frankly,
lighting up the gulf coast and getting every critical need communication is
child's play, compared to getting the powers that be to recognize that
ability and put it to work.

Sure, just firewall ports 25, 80, 110, and 443 on that customer's
connection. And just to be safe, all other TCP ports as well. Easy
enough...

"Prevents" implies a 100% success rate, which is impossible. No filtering
package can legitimately claim to do this. Not only will something get
through somehow, substantially every filtering package of which I am aware
blocks pages and sites that have no objectionable content. Many filters
will block entire Web servers (shared servers, hosting hundreds or
thousands of sites) because of one customer's naughty site. Some simple
keyword-based filters will block completely inappropriate and/or
ridiculous things ("chicken breasts" and "breast cancer" being a couple
classic examples of things that are probably legitimate but which might be
inadvertently blocked by such a naive filter).

If you want to offer this as a service to your customers, there are
packages like DansGuardian where, with a little networking voodoo, you can
probably make it happen. You might want to consult with your lawyer on a
suitable disclaimer, though, for when (not if) something that someone
finds objectionable still gets through.
