The cable I am using does not have a drain wire. It is a solid aluminum
round thin tube with a separate cat 5 cable inside. I'd use the word
sheath, but it's not thin like foil and is not ultra flexible. Was
fairly cheap if I recall.

That's correct. The FCC started taking applications for equipment on July
1st. Should be gear hitting the market soon.
This according to a manufacturer that claimed to have gear ready and just
