Re: [WISPA] New Stimulus bill Broadband Definitions

2009-02-13 Thread St. Louis Broadband
I have been watching the vote on C-SPAN today and it is incredible. Most of
the Senate are complaining that they were to receive 48 hours after the
revisions to vote. My understanding is that the text of the revised bill,
that can be found here:
http://www.huffingtonpost.com/2009/01/24/house-stimulus-bill-full_n_160569.htmlis
what they are currently voting on. There are lots that are complaining that
they have not had time to review, the now, 1000+ page document.

Its moving fast... The take on the new "conferance" bill is that 1/3 will
now go to RUS and 2/3rd to NTIA.
We are expecting to get the actual text by end of day.

Tom, not sure where that information is coming from. I have read Title VI -
Broadband Communications. This is the current text that has just been
passed by the House. Is it buried some where other than that or the RUS

That is crazy. What is crazier is the other technologies they are
suggesting...Powerline and PtMP and 100 megs...humm.

On the up side, we already deliver advanced broadband out here.

And NONE of the cell phone companies do.

Heck, I only know of one town that has DSL of 2 megs up.

Yes. They didn't want Rural advocates to take all the money. Plus, RBOC
want all the money for "next generation" fiber to the home, in more
profitable areas to serve than rural.
Also, its a situatiuon where this is a Stimulus Bill to create jobs, not
necessarilly a bill to solve digital divide in Rural America. RUS is clearly
only Rural focused. Thats my opinion on it.
Whther that is the reason for sure, I do not know.

In general it shouldn't *really* matter what some radios would do
because the stimulus wouldn't pay for what you already have in the
field, and what you have in the field doesn't disqualify what you plan
to *put* in the field. In fact, it might even be good because, if your
current buildout doesn't qualify, they could pay for a retrofit. And
at least for me, I'm not particularly religious about what I use. If
they say 5x2, I'll put in something that does 5x2 since they are
paying for it ;-).

That text is wrong, it is from the old House bill.

The Senate bill asks for advanced broadband to be 100mbps.
AND only fiber, Powerline, and PtMP is eligible, PTP wireless is not

I do not understand why this is going under the NTIA umbrella rather than
RUS. Any ideas on that?

BTW - Glad about the 3/1 on wireless, since a lot of proprietary radios,
