I recently sent you an e-mail asking you to submit comments to the FCC 
on the 04-186 - Unlicensed Operation in the TV Broadcast Bands. Over one 
hundred of you responded! That was step one. Now we NEED to tell 
CONGRESS that we need this spectrum so we can force the FCC to review 
your comments This will take about 10 minutes of your time and we 
can't drop the ball now -- this is a VERY RARE opportunity for our 
industry.


Here’s the problem. This proceeding, as you all can see, is a HUGE 
opportunity for our industry. BUT, the FCC Chairman may never complete 
the job unless he gets a push from Congress. Congress has a chance next 
week to do exactly that. We need to make sure they do.


We're working with Free Press, the New America Foundation, Consumers 
Union and other organizations who are lobbying the Congress to open this 
spectrum to unlicensed use. Below I've pasted some instructions. But if 
you need help with the call or more information about how to speak with 
your Senate staff, you can call Frannie Wellings at Free Press at 
202-265-1490 x 21. She is very nice and wants us to win this. Call her 
for any assistance you may need.


Here is what you can do to help:

1) Email Frannie with your name/company name, city and state served. Her 
email address is [EMAIL PROTECTED] 
. Just do this right now. She will add 
your information to the letter located further down the email here. It 
will go to Congressional committee members who are working on what to do 
with the digital television transition. This letter should be signed by 
every WISP in the country. I MEAN EVERY LAST ONE OF YOU NO MATTER WHAT 
YOU THINK OR WHO YOU ARE AFFILIATED WITH! Once again, if you would like 
to add your name/company/city and state served to the letter, send an 
e-mail to Frannie Wellings at Free Press. Her address is 
[EMAIL PROTECTED] . If you want to 
get good spectrum you better just do it right now. DO NOT WAIT TILL 
TOMORROW. DO IT RIGHT NOW! You can read the contents of the letter 
inline below.



2) If you are in one of the following states, CALL YOUR SENATOR: This is 
very important. Your Senator listed below sits on the Committee that can 
make this all happen. This is not just a small thing guys. Senators 
really do listen to what their constituents say. If you tell them you 
need this spectrum this will impact their vote. We need you ALL to do this.


- Below, next to your state/senator, is the name of the staff member you 
need to speak with and their phone number.


- If you are not in one of the states below and you want to call your 
Senator anyway to express support for this, contact Frannie and she will 
give you the name and phone number of the person to call. YOU NEED TO 
CALL EVEN IF YOUR STATE IS NOT LISTED.


-Talking points you can use are included inline below. Tell them you are 
a WISP in their state and you need low-frequency unlicensed spectrum to 
provide Internet access to their constituents. Tell them why you need 
those TV channels for broadband, just as you did in your comments to the 
FCC. Give them good reasons and be kind and not argumentative. They 
might be trying to help you. Tell them why you need the channels. You 
all managed to produce so many great comments to the FCC, now it's time 
to tell Congress.



3) Let us know that you've called: When you're done, send a note to 
Frannie Wellings at Free Press at [EMAIL PROTECTED] 
 and let us know here that you've called 
and what the staff member said in return. We need to figure out how they 
will vote. This is very important. Ask them for their vote supporting 
this effort and let us all know what they said.

Oh, come on now, the work has already been done. It takes all of maybe two
minutes to use the information already in place and certainly [no] excuse to
not make a call and send an email. If you don't know your zip code or the
state you live in, you certainly need more help. ;-)

I would highly suggest making an appointment at the local field office the
next time your representative is in town. This past August [was] a perfect
time to do so, while Congress was on summer recess. They are not in D.C. all
the time.

think if someone has time to create a complete list there will be more 
calls made.  There are a lot of people out there who will "do it 
tomorrow" if they have to go look up the numbers.  On the other hand if 
the numbers are included in this post they will pick up the phone and 
call after all, you just got them all fired up about a great 
opportunity.  The more brainless the process is made, the more people 
get involved.

calls for them why we should have unlicensed tv channels for

Last time I called one of those congressmen, it was one of their 
staff that talked to me about the issue.

Just my 2 cents

Channels 2 thru 4 IMHO will be a nightmare.  We have public safety 
agencies fighting "skip" (the ability of low band signals to travel 
hundreds of miles using low power) just below Channel 2 during the summer 
months.  If we wind up with these we will surely have interference issues 
with each other as well as other lower frequency issues that are present 
with this band.


I really think we need something in the 175-600 Mhz. range.  Something 
that will keep most signals in the same area and not "bounce" them to the 
next state certain times of the year.

Action by the House Commerce Committee on terminating analog-TV service
within a few years will likely be postponed by at least one week. The Senate
Commerce Committee scheduled Oct. 19 to hold key votes on the same issue,
but budget politics in the House are complicating the Commerce Committee's
effort to complete work on digital-television issues at the same time. The
House panel is unlikely to vote next week because House Budget Committee
leaders are coming under pressure to cut spending or find new revenue to pay
for Hurricane Katrina cleanup. The House Commerce Committee was expected to
find about $15 billion in savings under the budget blueprint adopted before
Katrina. The panel might be expected to come up with billions of dollars
more.

I recently sent you an e-mail asking you to submit comments to the FCC 
on the 04-186 - Unlicensed Operation in the TV Broadcast Bands. Over one 
hundred of you responded! That was step one. Now we NEED to tell 
CONGRESS that we need this spectrum so we can force the FCC to review 
your comments This will take about 10 minutes of your time and we 
can't drop the ball now -- this is a VERY RARE opportunity for our 
industry.


Here’s the problem. This proceeding, as you all can see, is a HUGE 
opportunity for our industry. BUT, the FCC Chairman may never complete 
the job unless he gets a push from Congress. Congress has a chance next 
week to do exactly that. We need to make sure they do.


We're working with Free Press, the New America Foundation, Consumers 
Union and other organizations who are lobbying the Congress to open this 
spectrum to unlicensed use. Below I've pasted some instructions. But if 
you need help with the call or more information about how to speak with 
your Senate staff, you can call Frannie Wellings at Free Press at 
202-265-1490 x 21. She is very nice and wants us to win this. Call her 
for any assistance you may need.


Here is what you can do to help:

1) Email Frannie with your name/company name, city and state served. Her

. Just do this right now. She will add 
your information to the letter located further down the email here. It 
will go to Congressional committee members who are working on what to do 
with the digital television transition. This letter should be signed by 
every WISP in the country. I MEAN EVERY LAST ONE OF YOU NO MATTER WHAT 
YOU THINK OR WHO YOU ARE AFFILIATED WITH! Once again, if you would like 
to add your name/company/city and state served to the letter, send an

If we do not act right now to get Congress to pass a bill that tells the 
FCC to pass  04-186 then this debate means nothing. The bill I am asking 
for support on is the best case scenario I could get us and includes 
unlicensed access to ALL THE TELEVISION CHANNELS IN THE UNITED STATES 
NOT BEING USED.. It is not perfect legislation but a consensus among 
several groups and the Hill rarely is perfect. If you guys want to 
debate it then just do nothing because in 48 hours any chance we have to 
get ANY television channels in the United States will be gone for quite 
possibly years to come. This is the time to act. We do not have enough 
clout to rewrite Congressional policy in 1 day and try to get the Hill 
to change their language. We either all do what I am asking or you live 
with the spectrum you have and start saving your millions for that 
auction that will happen before long. It will be the one where all the 
Cellcos buy all the sub 1 Ghz channel space and put you all out of business.

summer months.  If we wind up with these we will surely have 
interference issues with each other as well as other lower 
   

frequency

I really think we need something in the 175-600 Mhz. range.

that will keep most signals in the same area and 
   

not "bounce" them to

I am copying Frannie so she can send this to us. I have heard people ask 
if they should contact multiple Senators. I will let Frannie answer this 
as she has more experience on the Hill than any of us. Frannie do you 
think you could go ahead and just send out the names and phone numbers

how wise it is for us to call on multiple Senators. I am sure of few of

Exactly what channels are we talking here?



We are asking for use of any unused channels now. That is what 04-186 
is all about. In my local area this accounts for about 300 Mhz of 
available spectrum!  We are also asking for a block of channels (some 
are saying channels 2 through 4) which will become broadband 
unlicensed channels for good after the digital television  transition 
is complete in 2008. This will essentially become a WISP band.

that talked to me about the issue.

Union and other organizations who are lobbying the Congress to open this 
spectrum to unlicensed use. Below I've pasted some instructions. But if 
you need help with the call or more information about how to speak with 
your Senate staff, you can call Frannie Wellings at Free Press at 
202-265-1490 x 21. She is very nice and wants us to win this. Call her 
for any assistance you may need.


Here is what you can do to help:

1) Email Frannie with your name/company name, city and state served. Her

will go to Congressional committee members who are working on what to do 
with the digital television transition. This letter should be signed by
