In the option of lbaasv2 command
(neutron lbaas-healthmonitor-create),
delay must be greater than or equal to timeout.
Since the lbaasv2 validation check that has not been performed,
it is not an error.
The lbaas command is an exception occurs properly.

based on when they were created.
Here is a use case:
