Check your bios, and make sure the Serial ports are not set to "auto". 
"auto" is evil. It should say either 'COM1','COM2', or '3F8/IRQ4',  
'2F8/IRQ3' Also make sure that if the internal modem thinks it's on COM1 
under windows, you connect the external to COM2.
